Before I start I want to say cutting off your out dip tube is a big mistake and there is no reason to do it. After drawing a few glasses of beer or wine, you will have cleaned up the bottom around the dip to and it will be clear sailing from then on unless someone moves the keg. There are at least 3 or 4 different manufacturers of kegs.

I have one 5-gallon ball lock corny keg that seems to leak whenever it is not connected to the CO2 supply. If I disconnect, then by the next morning there is no longer pressure no 'pffft' sound when I open the relief valve. I am pretty sure it does not leak when connected because I had it hooked up for a long long time and I think I'd notice the CO2 tank running out if it was leaking.
Download the Keg Safety checklist. Keg exterior — Sharp edges from cracked drain-holes or split hand-holes or split chimbs can cut and injure an operator when handling the keg. Chimes — Make sure that both the top and bottom chimes are in good working condition, so the full keg stands firm on the ground.
Leaky kegs can be frustrating. Fortunately diagnosing kegs issues is, usually, a fairly simple process and repairs are even easier. To find where your leak is coming from spray down the top of the keg with a foaming sanitizer like Star San and pressurize the keg with CO2.
